The Business Permits and Licensing Office (BPLO) is a primary department within a Local Government Unit of Roxas (LGU) responsible for the regulation and processing of business-related operations. It serves as the frontline for local economic governance, ensuring that all commercial entities operate within the legal framework of the municipality or city.

The Business Permits and Licensing Office (BPLO) serves as the primary regulatory body for local commercial activities. While specific procedures can vary slightly by municipality, the core services generally include the following:
1. Business Registration and Licensing
- New Business Permits: Processing and issuance of Mayor’s Permits for newly established businesses.
- Business Permit Renewal: Annual renewal of existing permits (typically conducted every January).
- Occupational Permits: Issuance of permits for individual employees and workers within the municipality.
- Special Permits: Temporary permits for seasonal vendors, motorcades, concerts, or promotional streamers.
2. Certification and Verification
- Certificate of No Business: Often required for government records or by indigent applicants.
- Certificate of Business Closure/Retirement: Issued when a business officially ceases operations to ensure they are removed from the tax rolls.
- Certified True Copies: Providing official duplicates of business permits or related records.
3. Regulatory and Inspection Services
- Compliance Monitoring: Routine inspections to ensure establishments follow local ordinances, safety standards, and zoning laws.
- Assessment of Taxes and Fees: Calculating business taxes, regulatory fees, and other charges based on declared gross sales or capital.
- Calibration Services: Inspection and sealing of weighing scales and fuel dispensers (common in public markets and gas stations).
4. Other Functions
- Business One-Stop Shop (BOSS): Coordination with other departments (like the Bureau of Fire Protection, Health Office, and Engineering) to streamline the application process.
- Franchise Management: Processing permits for public transport, such as tricycles (MTOP).
- Conflict Resolution: Attending to complaints regarding business operations within the locality.
