The MBO is responsible for managing the municipality's budget, ensuring efficient and transparent use of public funds, and supporting the local government's social, economic, and general development goals.

Primary Services of the Municipal Budget Office (MBO):
1. Participatory Budget Preparation and Formulation
- Facilitates inclusive budget preparation with all municipal departments and stakeholders
- Consolidates proposals into the Annual Investment Program (AIP) and Executive Budget
- Ensures alignment with local development priorities and the needs of the people of Roxas
2. Strategic Budget Review and Evaluation
- Reviews and validates budget proposals to ensure efficiency, necessity, and compliance
- Aligns programs and projects with the Municipality’s vision, mission, and development agenda
- Provides sound recommendations to the Local Chief Executive and the Sangguniang Bayan
3. Efficient Budget Execution and Control
- Issues and monitors Allotment and Obligation documents (ALOBS)
- Ensures proper and timely utilization of funds in accordance with approved budgets
- Maintains fiscal discipline and prevents overspending
4. Data-Driven Financial Analysis and Advisory
- Provides reliable financial data, forecasts, and analysis to support decision-making
- Assists local leaders in prioritizing high-impact programs and services
- Recommends cost-effective and sustainable financial strategies
5. Performance Monitoring and Compliance Assurance
- Tracks implementation of programs and projects vis-à-vis approved budgets
- Ensures adherence to national guidelines, auditing, and accounting standards
- Prepares timely reports for oversight agencies and internal use
6. Revenue Forecasting and Fiscal Sustainability Planning
- Projects local income and expenditures to guide fiscal planning
- Identifies innovative revenue-generating initiatives and cost-saving measures
- Supports long-term financial sustainability of the Municipality
7. Capacity Building and Technical Support
- Provides technical assistance to departments on budgeting and financial management
- Conducts training to strengthen competencies in planning and budget utilization
- Promotes a culture of accountability, teamwork, and excellence
8. Transparency, Accountability, and Citizen Engagement
- Prepares and discloses budget information to the public
- Supports participatory governance and transparency initiatives
- Ensures that public funds are used responsibly for the benefit of all Kababayans of Roxas
9. Policy Support and Development Alignment
- Aligns budgeting processes with local development plans (CDP, LDIP, AIP)
- Supports formulation of fiscal policies and ordinances
- Strengthens evidence-based planning and governance
